Back in 2002, Mark Jenkin had a simple idea.  As the owner of Elk Grove Waste Management, he knew all about steel trash bins and Dumpsters. He owned the trucks and infrastructure to handle large amounts of waste, he kept up with environmental laws and he had a penchant for recycling.
